SetRes is a simple utility originally designed for families who have family member that is visually impaired and requires special screen settings but shares the computer with other family members.
This free application was designed to work with older versions of Windows which were not good at remembering the resolutions of screens. It should not be necessary for modern Windows installations, but has been left available in case it is still needed.
